Three-year collaborative project with the WINLAB at Rutgers University and Eric J. Friedman at Cornell University. Studies voluntary and mandatory governance mechanisms for unlicensed spectrum. Funded by the National Science Foundation, Grant No. CCF—0205281 (2002-2006). The project resulted in more than 10 refereed papers and presentations at national and international conferences.
