  During the past two decades, telecommunications policy has become more narrowly based on efficiency considerations. The insight that efficiency cannot be meaningfully defined without an explicit discussion as to what constitutes an equitable, fair and democratic society has been largely ignored and alternative perspectives and policy visions have become marginalized. The project will map the evolution and the present state of the field of telecommunications policy. It will document the main ideas, organizations and institutions that have shaped policy-making. In addition, it will analyze the reasons why alternatives to the predominant laissez-faire policy vision did not influence the policy process. The outcomes should be useful for the community of activists interested in shaping telecommunications policy.  Progress and results will be communicated through this gateway.
